As bot programming requires more time than originally announced, it would be a good idea to send a third mass mailing to undecided mappers. During the last 5 days, license acceptance has dropped to a low level of 40 per day.

However, some countries (Australia, India, North and South America) still have a lower level of acceptance because the density of personal messages was very unequally distributed. Even in well-covered Germany there might be some small contributors who did not receive a personal message so far.

The official letter sent by OSMF definitely appeared too soft for many users. "We ask you to accept" sounds rather like a voluntary survey without any consequences. When writing to other mappers, I have always used the headline "Your OSM contributions in XY will be DELETED soon" which created an acceptance rate of 55% (with a lag of 2-4 weeks) and only one in 400 mappers has declined very late.

Some mappers tried hard to remember their username and password and asked for a screenshot visualizing the license change.

Sending a third mass mailing to undecided mappers would send a strong signal that OSMF cares for its community and would invite some tactical decliners to rethink their decision.

(who thinks that a high number of acceptors is worth more than a low month number on the first ODbL planetfile)
