[Rebuild] WTFE algo

I don't think I am saying anything new but I just wanted to make sure 
everyone on the same page. In the LWG, we think that the WTFE algo makes 
a good base for the upcoming license change since it has had thought put 
into it and because it provides predictability - the stats we are seeing 
now in terms of problematic nodes, ways, relations should be reflected 
in the actual rebuild.

The LWG would also like to keep out of the way now as most or all of the 
decisions should be based on technical practicality not hypothetical 
cases.  Our general guideline is, "the rebuild should be a reasonable 
effort to remove from publishing of the IP value of mappers who have not 
accepted the new contributor terms.  It should be fair to be both them 
and to continuing mappers. If there are concerns after the rebuild, 
previous mappers should be treated with the same respect as any third 
party license holder and requests for specific removals can be made to 
the OSMF as per the US Digital Millenium Copyright Act".
