[Rebuild] Relations

Hi,

    is our current assumption regarding relation rebuilding something 
like this:

* relation tags are subject to the same rules as tags on other objects - 
if added by decliners they will be removed, else they can be retained

* relation membership will be treated approximately the same: if a 
decliner has added an object to a relation, then it will be removed from 
the relation, else it can remain

* ordering of members is probably not something we would be greatly 
concerned with - we'll retain it where we can, and we're not assuming 
that anyone can have copyright on the ordering of members (e.g. a 
disagreer making an edit where two members are simply swapped would not 
taint the object in any way).
