[Rebuild] Redaction bot is almost done

This weekend have seen a lot of improvements to the redaction bot. The number of failing test cases are down from around 20 to 2. So it is time to write more tests. :D

One of the two cases is in the 'needs clarity' category. in russian it does not matter if you write "Foo Street" or "Street Foo", however this matters in most other languages. How should we handle these cases?

I have made some changes to the cli tool so that it now outputs osmChange format. This is more readable for both humans and other osm tools. I would not be surprised if we starts to see extracts or layers that uses the output from the redaction bot. However the bot is not yet fully tested and the output may change.

The work that remains is the interface to the database and all small bits and pieces that is needed for the bot to run, and of corse testing.
