Hm, yes, maybe my example was not as clear as it should have been. In 
the "Pepe's Pizza" case one could indeed argue that better knowledge of 
the name was required to make that edit. So let me change that to

decliner adds name=Pepes Pizza
agreer changes to name=Pepe's Pizza
