[Rebuild] Proposed rebuild plan

Dear Rebuilders,

Many folk have justifiably pointed to a lack of communication
regarding the important rebuild task. My feeling is that nobody has
felt sufficiently knowledgable or empowered about the entire process
to assume any kind of leadership. Good work is being done, but
invisibly to most. In the hope of breaking this deadlock, I have
prepared the following wiki page, intended to act as home for an
evolving task list:

My hope is to provide a single list that we can all argue over,
improve and volunteer to actually do parts of the work required. I
have the time between now and April to maintain this document and fill
the communications gap and I hereby volunteer to do so.

Feedback heartily requested - I will be offline for much of the day,
but back this European evening.
