[Rebuild] Update on plan after feedback from weekend

I'd love to see this schedule starting with April 14th instead of April 1st, giving folks enough heads up time, avoiding any unfortunate April 1st connections and avoiding WhereConference [1] where OpenStreetMap will be a hotter than usual topic this year. As it stands just the short notice time in itself will cause blow back of the sorts we've started to see on this very list. I've discussed as much with Harry Wood and Richard Fairhurst on #osm and we haven't reached agreement.

Aside from that, the announcement should contain a clear date+time until when contributors can agree on license change and expect their data to be preserved.

Please don't take my disagreement with the license change schedule as an attempt to diminish any of the hard work that is done around here. I greatly appreciate it.
