Well the list was planned to be at least partly where the work takes
place - not as an announcement list where updates from elsewhere are
posted to.
In the end it turned out that the work is being done elsewhere, mostly
by Matt who is on this list but doesn't usually participate in the
discussion. Maybe that's because he hasn't even been asked whether he
wants to be on the list in the first place.

There are a few other technical things in connection with the change,
not all of them are directly "rebuild" related but if anyone is looking
for ways how they can help:
* all applications that make /history or /changeset/full calls or try to
access individual object versions will have to be tested whether they
work with the now-changed API responses (most visible change is "holes"
in version numbering)
* the process that generates the full history planet must be changed to
leave out "redacted" versions
* any consumers of the full history planet must be aware of the new
situation
* our tile server needs its very own rebuild, possibly a full import
after the change is through. all users of the tile server will probably
need to change their attribution slightly (-> should we evaluate referer
logs and build a team to send out messages to people?).
* someone could grep through the SVN repository and find whether
cc-by-sa is hardcoded in places and fix that (not automatically because
it might not always refer to OSM)
This is just off the top of my head and probably reduplicating a list
that must exist in LWG somehwere, so if someone is already working on
one of these just say so...
