[Routing] Getting A* to prefer Motorways

I believe there about as many plans as there are participants in the
project. 

My personal favourite for turn restrictions is to have a relation
containing the "incoming" way, the junction node, and the "outgoing"
way. But lots of other things have been proposed, and I guess we can
only find the best way to do it by trying it out and later (maybe)
settling on one way to do it. 

I think someone pointed out that in addition to "prohibited"
maneouvres, there might also be "preferred" ones and a third category,
whose name I forgot - I think it was for "impossible" maneouvres (i.e.
those which weren't even possible without breaking the law).

As for house numbers, I could imagine that they are either added
through relations, *or* you might have tags on the ways, and ways
typically being cut at every junction (and relations coming into play
to combine those between-junction-ways into long roads). But that's
also just a guess and nothing has been agreed upon yet, nor is it
likely to have "one standard" in the short term.

If you are writing routing software then I suggest that you think of
something that makes sense and implement it, and tell people "if you
enter turn restrictions in this and that way then my router will abide
by them". Seeing that most people tag what the renderers render, maybe
you'll also get people to enter turn restrictions the way you like
them ;-)
