Untagged ways may be anything. From woodland, power-lines or rivers
up to foot-ways.
Only ways tagged with the highway-tag are navigatable.
You may want to have a lok at the "routing" and "routing_tags"-page
in the wiki.

What map are you working on? World, Europe, some Cities?
