[Routing] Routing test file

[Nic Roets]

I created the beginning of a routing test file. It contains 1 network
for each kind of vehicle (motorcar, bicycle and foot). A program
properly implementing the OSM tags should in each case return the
longest route possible. It already helped me debug that access=private
bug and another junction=roundabout bug.

It's at http://nroets.openhost.dk/routingTest.osm Please don't upload
this file to the live server.
