[Routing] routing in consideration of the traffic flow

Just a thought that might be useful: Our government transportation
agency in Montreal has build a model that can predict with a good degree
of exactitude the time it will take to get from point A to point B at
any moment of the day.

If that might be useful to you, I'll try to dig out what software they
use. The results are not publicly available, to my knowledge.

They use that for planning road construction. (it would be great if they
did the same for walk/bike/bus)
