Much more difficult than you think : Just look at how far behind the
"trace uploads" typically are.
www.openroute.org are pleased that they were able to import the OSM
data segments for Germany. Germany makes out only a few percent of the
OSM database.

Then you need some kind of filter that will remove all the cycling
data, parked cars etc.

Lastly, it wouldn't really help : Some GPS receivers already get
"avoid areas" data from the transport authorities. Drivers with such
devices follow the advice (if they didn't hear it on the radio !),
reducing congestion for the rest of us. If OSM directs drivers through
"backroads", authorities will respond with speed bumps, special lanes
etc.
