If you have multiple lanes that lead to different locations
I suggest modelling them as multiple ways from the latest location
where a sensible lane-change is possible.

For example in Tübingen we have a crossing with a 2-lane way right
but both lanes head for different locations right after the crossing.
Thus I would model them as 2 1-lane -ways since it is no longer
possible to change the lane after the crossing and before they head
into different parts of the town.
