[Routing] Leave motorway, turn onto track

This restriction is usually shown as a sign "no vehicles allowed" 
(Durchfahrt verboten, Z250) and IMO should be tagged like all other 
occurences of this sign. AFAIK there's no rule that directly prohibits 
changing from a motorway to a "minor" road.
So: No need for a turn restriction (the other direction, from track to 
motorway, is signed equally) and no need to add logic to the router 
(depending on your vehicle, you might even be allowed to use that way: 
highway maintenance, emergency cars).
It would make a great rule for a validator, though.
