[Routing] Updated Instructions on Installing parser (OSM4Routing)

It took me about two hours to finally get this parser running on a windows environment so

I decided to write some helpful instructions on getting it to work in windows. I have attached

a .txt file. Thank you very much for showing me this parser. It works wonders. =)
