[Routing] service/driveway not penalised in bicycle routing

Hi,
today i got a report by a user who was send through a long section of a
service/driveway by bike.

There are no signs/gates etc so i think its correct there are no access
restrictions.

Still i would assume the default setting for a router to avoid driveways
which are explicitly private property, e.g. treat them like
"access=destination" in the graphs weights.

I had a quick test and then looked into the OSRM profiles which
penalises driveway in the car profile but not in the bike or foot
profile.

Does anyone have a reasoning for that?
