[Strategic] consensus

Another thought,

Have you, as a working group, any idea on how to reach community 
consensus on strategy? If the discussion and decision doesn't happen in 
a highly visible forum, it has questionable legitimacy IMHO. After all, 
OSMF supports, not controls OSM [1]. A few people, including me, 
advocating occasional polls of the entire community to at least gauge 
the mood, if not to decide policy. (Having everyone in OSM involved in 
the mailing list discussion is a laughable prospect.) Last time I 
checked, SteveC was anti-polling the mapping contributors - I think he 
didn't want to spam them. Anyway, it is a tightrope between harassing 
and neglecting the community!
