I think there is definitely room for local chapters to do their own
fundraising. In the U.S. we've been looking into possible grant
sources and there are some foundations that only make grants to U.S.
based non-profits. I would assume that the same exists in other
countries. Also the status we are aiming to obtain in the U.S. will
make donations to the U.S. Chapter of OSM tax deductible to U.S. tax
payers. I think also different countries are going to have particular
needs. For example in the U.S. we are pretty spread out and there is
a desire for help in running mapping parties. I would think this
would come from the U.S. Chapter as opposed to the OSMF.
I think though there are probably types of fundraising that would be
better done by the OSMF though. For example if we decide we are going
to provide tiles under a more robust tile policy then those servers
should probably be housed through the larger foundation.
