There is a GSoC project working on one such editor for Android
currently. So in this case Google is the one paying for the project.
Now that I remember, on the osm GSoC mailing list there was a little
discussion about having OSMF fund some of the good projects that
didn't make it through the application process because of limited
slots.
Please make sure any feature requests you have for that editor reach
Pawel Niechoda who iirc is working on it.
