the point is very valid. However, OpenStreetMap is a democratic community project that has evolved to a certain stage and is not "managed by management team" that just invents a vision. It is much more required to identify which elements make OpenStreetMap special and why there is an exponential growth of users and edits. So, there must be something in the air, that convinces people to contribute to OpenStreetMap. It is required to squeeze out the Vision from what is going on among all the contributors. From this perspective one can assume that there is already a vision it just needs be taken to paper and be described it with the fewest possible words. This is a task, which is important and needs to be done - but not in the sense of "inventing" a vision.
