for me, this question is the key to any discussion. as Oliver put it
in the wiki page, what's holding OSM back which could be fixed with
money? in my opinion, we should only be looking for funding where
that's the best solution to a problem. can we identify current and
anticipated problems? can we quantify and justify them?

are we including local chapters in this, and would they do their own
fundraising? is that the general consensus, or is it more effective to
have a single point of fundraising? (in which case how do we solve the
political issue of apportioning the centrally-raised funds?)
