Hi all,

I have put together a page on the OSM.org wiki for us to use when we present the 

proposal for a new tile layer on the osm.org slippy map to the board.

Most of it has evolved from the list recorded by Richard in a previous meeting 
of the SWG.

Pleae fill in any detail that i may have missed or the two TODO's that need to
