[Strategic] Tile Layer Proposal

Hello,

    I just read 
http://wiki.openstreetmap.org/wiki/Strategic_working_group/New_Tile_Layer_Guidelines_Proposal.

Deciding which tile layers go up on osm.org is clearly an operational 
decision and not a strategic one. It is a good idea for SWG to draft a 
general guideline which can be used as a measuring stick, but anything 
beyond that is outside SWG remit IMHO.

Towards the bottom of that page it sounds like SWG would accept, 
discuss, and decide individual requests - even for the most generous 
definition of "strategic", this does not fit.

In fact, this is *so* clearly outside "strategic" that I am surprised 
that it needs me to point this out. Has nobody noticed, or has 
"strategic" quietly decided to become operational HQ?
