[Strategic] Tile Layer Proposal

Yes, in fact we never discussed the specifics of who would be responsible for 
implementing this policy, and were only going to come up with suggestions. I 
think the recommendation should reflect that. 

The choice of decision maker would be punted to the Board, as its not clear. If 
you guys have any good suggestions on who makes the decision, please put them 
forward.

Yes, you & Tom are probably right - could you please add the names of the 
parties that you would expect to manage this process to the doc.
