[Strategic] New tile layer policy guidelines

Dear all,

The Strategic Working Group has put together a guideline document for the 
addition of new tile layers to the main openstreetmap.org website.

Requests for new layers are to be made to the Technical Working Group who will 
then evaluate the application based on these criteria and make the change to the 
website.

Pending approval from the board, we request that this document be hosted on the 
osmfoundation.org wiki.
