[Strategic] Forks

Hi,

I wondered if I could get a final response from SWG on if they would 
support, or at least tolerate, forks using openstreetmap resources? It 
was discussed on the strategic list back in August 2010 but I don't 
actually know what the committee's view is on the matter. Most of the 
previous discussion involved interested parties who were not on the SWG 
(apart from Grant Slater).
