[Strategic] SWG attendance

Thanks Richard for summarizing.

On January 27, we agreed that formal membership would be revoked after two 
unexcused absences. I would suggest that we should modify this policy that the 
SWG would discuss taking action, including revoking membership after two 
unexcused absences. We need to be able to discuss this, particularly with the 
members in question.

Let's take this issue on Friday. It would be great to hear from Grant as well.
