[Strategic] Budget Guidelines and Form

Hi All,

I unfortunately forgot which timezone I was going to be for today's
meeting so I'm likely going to miss it.

So I've looked through both the guidelines document and the planning
document and I'm wondering if we could simplify things down.

How about these questions:

1. How will this funds request further growth of the OpenStreetMap Community?
2. How will you measure success of the use of these funds?

Then they just describe the project and what they need the money for?

The 2 questions could pretty easily determine things.  Because if you
can't describe how it will help the community then that is kind of
silly and if you have asked for funds before and haven't been able to
measure success that is also silly.
