[Strategic] Action: Test front page with moved search form

I think it's pretty simple. If you're coding as part of the SWG discussion and 
thinking, also post on dev@ and/or hang on #osm-dev. 



(And sure, we can handle the encouragement for actually doing something about 
this long long long overdue issue on strategic, while dev can provide the 
skepticism about trying to do anything at all ;)

Maybe not only gathering statistics but the general direction sounds ok.

I do have the impression though that many of your fellow strategists see SWG in 
a slighly more operational role.

Interestingly, those who have "JFDI" on SWG recently do not (by posting volume) 
seem to be regulars on dev. I can only speculate about the reasons; one such 
speculation is that you are more likely to be applauded on SWG for "JFDI" than 
you are on dev (where you are among programmers who will, while still 
encouraging "JFDI", also bring a certain amount of skepticism to the table 
which, however justified, can ruin your "look I coded something" fun).

I like the idea, but again, I'm not sure it is shared by other SWG members. What 
you're saying is basically that SWG is a "think tank", whereas I had the 
impression that SWGers believed they were somehow tasked by OSMF board to make 
everything better - to not only think of strategies but implement them as well.

Or, you would have everyone who wants to do something about the web site join 
SWG which would be likely to detract from other SWG business.
