That is a nice example of how to distinguish who to ask.
Asking the whole community about the details of the OSMF accountant
would indeed be counter productive, as the OSMF accountant does not
(directly) affect the community, it only affects OSMF. For decissions
that do however at its core effect the entire community, possibly rather
profoundly, such as the license change (which not only effects the
entire mapping community, but the entire user community ontop of it),
the entire community should have the right to formally influence the
decision and the issue should not just by solemnly decided by some small
committee.
