[Tagging] Tagging highway=cycleway without explicit knowledge of the law?

Actually, no, we're just stating that it's "mainly or exclusively
*for* bicycles". So you could say we're stating its "purpose" as a
highway, not the suitability to use it as one - as you can see this
distinction is a little less clear.
