Yes, there is:

Specifically (using example values, obviously):

maxspeed = 80
maxspeed:{Sa,Su 11:30-18:00} = 60

The "Sa,Su 11:30-18:00" is using opening_hours syntax as defined here:
http://wiki.openstreetmap.org/wiki/Key:opening_hours

Note that this proposal's syntax isn't necessarily perfect, nor final,
but it should be able to cover most situations and allows to quite
unambiguously store that kind of information.
