Obviously it's always better to code the information precisely and with
maximum detail, if that information is available and the coder can be
bothered. Failing that, "business_hours" seems reasonable, and it isn't
really a problem if the interpretation of that varies from place to place.

(IMHO it's worse if the mapper only really knows that the road is closed
outside business hours, more or less, but is forced to put in precise times,
which will be inaccurate.)
