[Tagging] Breezeway (alternative to the tunnel and coveredoptions)

I would hesitate to tag a breezeway as a tunnel, independent of the above 
or below ground issue. To me a tunnel implies limited lateral access, only 
where specifically designated, where as a breezeway could have any amount 
of lateral access.
