Really? I thought:
You'd tag the way if you want to indicate that you're legally not
allowed to use a motorcar "along" the way
(http://wiki.openstreetmap.org/wiki/Access)
You'd tag the barrier if you want to indicate that cars are blocked by
the barrier.

So as Alex said, it might depend on the situation and definitely
depends on what you want to indicate.
