At least in the US and Canada, it's illegal to use a bicycle lane as a 
turn lane if you're not on a bicycle, you make your turn from the right 
turn lane (or the next lane left of the bicycle lane in absence of turn 
lanes).  It's usually treated the same as other restricted lane 
violations.
