Because ODOT tags bolted to bridges and overpasses say "HWY 1W, ROUTE
99W" all the way along 99W to where it rejoins 99E and I5 at the terminus
of Interstate Avenue in Portland. Also, whoever wrote that apparently
can't read the state's official map; I5 isn't Pacific Highway that far
north, it's the Baldock Freeway.
