You can put a fixme="flow direction is unknown"

A stagnant channel is a strange thing, almost imossible. If its really
stagnant it's a natural=water or landuser=eservoir.
Else if it's a waterway it has a flow...

flow changing... don't know this kind of situation.
flow seems relevant information only for boat and navigation, i suppose
boat can't go into this kind of waterway...
