[Tagging] RFC: Rendering locks in Mapnik/Osmarender

I've set up a proposal for rendering locks on waterways in Mapnik/Osmarender.

Rendering lock on waterway seems to me a rather important feature when planning 
holidays nearby. Locks are not only important to boat travellers but also for 
cyclists or wanderers touring along canals or even tourists driving nearby. And 
locks can simply be used as a landmark. Therefore locks should be rendered in an 
overview fashion on level 12-14 and in a more detailed fashion on level 15-18 
with the standard renderes in OSM.
