If that's the distinction, IMHO that would be better expressed other ways:
For a "winter road":
highway=track (or path, or whatever else best represents its quality in summer)
winter_road=yes
For an ice road:
winter_road=yes
So, to know what it's like in summer, you ignore the "winter_road"
attribute: the ice road is nothing at all. To know what it's like in
winter, you look primarily at winter_road=yes. If that's set, then you
can ignore other properties like highway=yes.
This also has the advantage that any renderer/software that doesn't
know about winter roads will err on the side of caution by not showing
anything at all in some cases.
Where life may get complicated is when a way ends up with two names.
Say, a name for a 4wd track, and a different name when it's a winter
road. A route relation might be the best option there.
