[Tagging] Offices/non-shop businesses

I've started "office=" tags
and have put in something simple for what I have found

office=accountant
office=solicitor
office=secretarial services
office=insurance

I do find that some period of experimental tagging helps me sort out what 
categories are going to be useful. I'm not capable of putting together a 
fully-fledged proposal for every sort of office I'm likely to find from the 
start.

I can see that office=government has use - we have a building called "State 
Government Offices" where several government departments have a local office.
