What context are you thinking of? Forgive my ignorance, but if tagging
leisure=pitch, don't the two codes use the same pitch?

If there is a lot of overlap, I think "sport=rugby, rugby=union" is
the better solution, and not "hackish" at all. Having separate
"sport=rugby_union" and "sport=rugby_league" means that every software
that wants to treat the two the same has to have extra logic.
