[Tagging] Oil Spill Tagging

My humble opinion is that:
- the oilspill is not a permanent feature. Heck, even rivers are not:
the natural=water area can change in a few weeks sometimes, the
oilspill and the polluted area are constantly moving.
- name=oilspill is totally useless.
- landuse=cemetery is plain ridiculous.

I think I can conclude that the element is vandalism. Maybe a
benevolent sort of vandalism, but still.
