Naming often outlives it's lifespan.  The Mount Hood Freeway in Oregon, 
for example, isn't a freeway:  It's an expressway as making it a freeway 
was cancelled halfway through during the freeway revolt in the region.  
And then there's places where it's just plain wishful thinking, where a 
motorway is called a freeway due to plans to convert a turnpike (toll 
motorway) into a freeway (toll-free motorway).  Or a name was never 
changed to reflect the current nature of the road:  Sunset Highway in 
Oregon, for example, isn't really a highway but a rather major motorway...
