[Tagging] Coast Guard or Marine Rescue?

Australia seems to have 2 organisations that serve similar purposes,
at the very least marine rescue, while the marine rescue is a
volunteer organisation the coast guard is a proper government
organisation and handles other responsibilities.

Is it worth tagging these separately, or sub-tagging, and if so does
anyone have any suggestions on how to tag these?

Of note on wikipedia it states:

"A coast guard or coastguard is a national organization responsible
for various services at sea. However the term implies widely different
responsibilities in different countries, from being a heavily armed
military force with customs and security duties to being a volunteer
organisation tasked with search and rescue functions and lacking any
law enforcement powers."

Although in Australia most customs stuff is handled by Australian
Customs and most military stuff is handled by the Navy...
