In OSM semantic, 1 is international level, 2 country level... 15 
my_bedroom level.

The other syntax used in routes is iwn, nwl, rwn, lwn for international, 
nationnal, regional, local hiking network

IMHO, it is interresting to use already existing syntax, than creating 
someting new.
