[Tagging] Proposal for more detail on leisure=playground

A relation could be added between the area bounding the playground,
and the equipment within it. I've tried this out and commented on the
discussion page - http://osm.org/go/0EGASSRdQ-- is a link to a
playground near me that I've tagged in this way. There is a proposed
schema for identifying relationships which would suit our purposes -
tag the relation as a type ='site' , site = 'playground', name=* .
This will make mapping it a little more complex but should make
performing searches a bit simpler.

If someone has made the extra effort to identify /what/ is in the
playground, then they should be able to have a reasonable stab at
laying out /where/ the items are even if it's not completely precise.
