I think having a properly managed repository of tags, integrated with
editor tools is a great idea. I don't think any editor would prevent a
user using a specific, "unapproved" tag if they wanted to, but the
idea is to guide them towards the standard tags first. The vast
proliferation of different tags is primarily caused by ignorance, not
volition: it's simply not that easy to know what tags you *should* be
using.

I second the idea that the centralised list doesn't need to be locked
down. Maybe if there are problems, but probably better to get as many
hands as possible first.
