[Tagging] Cleaning up

Re sidewalks and cycle tracks. Best bet is to put them on both the
road (footway=yes; cycleway=track) AND as separate ways (maybe with a
tag like micromapping=yes to boot); there's not going to be agreement
any time soon on which is preferable.
